Die Entwicklung begann 1960 im OKB-16 (Konstruktionsbüro Nudelman). Die ersten Systeme wurden 1968 an die sowjetischen Landstreitkräfte ausgeliefert. Die Strela-1 wurde zum Schutz von mechanisierten Formationen entwickelt.
